[AMD] I can't get black bars in CS:GO playing on 4:3

I can get black bars on 1200x900 outside the game (Desktop) but when I alt-tab back to Counter-Strike the resolution is stretched again.

More info:
1200x900 is a custom 4:3 resolution I made with AMD's 'Custom Resolutions' tool.
Driver is Crimson 15.12, currently the latest available.
GPU scaling is turned off.

Do you have any launch options set for counter-strike?

Also try setting gpu scaling to "Maintain Aspect Ratio" or whatever its called for amd control panel.

-novid -nojoy -tickrate 128 -threads 4 +cl_forcepreload 1 -exec autoexec

And yes, I've tried that and centered with GPU scaling on.

I know this is a month old :/ but try changing your monitor settings to "Fit Aspect Ratio" or something.
