After doing some reading on the r9 390, I have decided to look at 1440p monitors instead.

I was going to suggest that. Although the Dell is a nice monitor and I really like the thin bezel, the 390 is overkill for 1080p. This month in MPC, they tested 10 monitors and chose this BenQ for their Kick@ss Award. A little expensive, but worth a look.

Bring to mind the fact I never play on any 30hz+ monitor, also I was thinking of the Korean monitors that you can overclock

That's the one. I would avoid the Korean monitors, Quality control is hit or miss and if you get a bad one, it would be a hassle getting it replaced.
