FX 8350 / Asrock 970 Extreme3 R2.0 / 8GB MSI R9290x: Correct Bios Settings 16GB Vengeance Pro 2400 Ram

Ok, so I'm new to building PC's and getting them setup. I've built two so far with a little help getting the OS up and running on each one but I've pretty much kept things up and running on my own at this point. This setup is used to Play Fallout 4 along with some other steam games, some transcoding and just normal everyday tasks at this point. I fix my friends pcs and things along those lines so I'm using Team Viewer a lot but other than that very basic tasks like internet browsing and things along those lines. I'm using an Asrock 970 Extreme3 R2.0, FX 8350, MSI R9 290X and I'm currently only getting 1333mhz out of my 16GB Corsair Vengeance Pro 2400 1.65v memory. I don't know much at all about overclocking but I'm willing to try anything as long as I don't tear anything up. This ram was originally purchased for an A series processor but I upgraded everything when I purchased my new GPU. I understand I'm not going to get full potential out of this ram but I was hoping to get at least 1600 or possibly 1866 out of it but mainly for everything to be stable and performing as it should. As of right now I will have issues with the computer locking up for a few seconds during basic tasks and I know this might not have anything to do with my ram issue but I figure I have to start somewhere. I'd rather not overclock the CPU if I don't have to but I will if need be. I just really need some help with the settings to get it there or if there is something else I'm missing. This could be a very simple problem and I apologize if that's the case but I am new to this and I do appreciate anyone/everyone's help, time and feedback in advance on this. I've tried researching the issue on my own but here I am with my first thread so thank you in advance and last but not least if I need to go a different route as far as purchasing different memory I will but I'm hoping I can avoid that. My setup is below.

Cooling: Corsair H60 with fans in every other mountable area in the case

In OC Tweaker load the profile for 2400 and give it a try, if no joy try raising the NB voltage to 1.25...Still no joy try the profile for 2133 - AMD CPUs have a relatively weak MC (memory controller) and all differ at worse it should run at least 1866

Ok, so I downloaded CPU-Z so I can actually see what's going on. Here's what I'm getting with the 2133 profile loaded. I'm going to check it in my BIOS and see what I'm getting. I'll keep you posted. I appreciate your help.

Yes sir. I had good results when loading the 1866 profile as well. I'm going to try each one and see which one seems to be the most reliable. I appreciate your help!
