How to Optimize Windows 10 System Reserved Partition

Thanks for the How To Defrag a Windows 10 Computer. It should go one step further and include How to Optimize the System Reserved Partition. My System Reserved partition shows 9% fragmented and Analyze reports "Needs Optimization [19% fragmented]". However, Optimize does not seem to take any action and simply reverts back to 9% fragmented.

There are ways to do it, but it's totally unnecessary. The partition being fragmented has no effect on performance. MS reps say just to ignore it.

Is there a point where ignoring it is not sound advice? E.g., what if, in my case, my wife's upgrade from Windows 7 to Windows 10 shows the System Reserved partition to be 100% fragmented? Still no worries? Indeed, it seems to have gone from 14% to 100% following an attempt to install updates.

It's only 100 MB and is not routinely used by the OS. Even being fragmented, it should have no effect on performance.
