Why does UAC pop up a warning when I bring up the print queue?

I never saw this with Windows 7, not that I can remember.

In Windows 10, if I try to bring up the print queue to check the status of a job sent to the wireless printer, UAC throws up the annoying "Do you want to allow this app to make changes to your PC?" for the Windows host process (Rundll32).

Why does this even happen? And is there any way to stop it, short of turning UAC off completely?
 
Hi, UAC is there to prevent programs making unauthorized changes to the system. UAC appears here because you have options regarding the prints jobs. This is essentially asking for administrator permissions so if a user is not an administrator they cannot make changes to the print jobs.
