There generally isn't a spending limit. If your account is unverified usually you are limited in terms of receiving payments and how quickly you can withdraw the money. But you should be able to send whatever you want, as long as your bank account is linked to it. You can verify your account with your bank extremely easily using online banking.

I'm fairly sure you need a linked bank account for it to be verified.
