Dumbest question I have ever asked

I served in the Air Force communications division. I have managed million dollar installations. I am in college working toward a programming degree. I can not for the life of me get my "All Apps" menu to show up on my start menu. This, probably, simple setting has completely defeated all of my knowledge and experience. I have even searched google and was given every single way of adding and removing programs from the all apps folder but not a single article on how to get the actual folder option to show up. Someone please help me, or put me out of my misery, for I am ashamed. Thank you for reading this.

Yea, no clue what happened or what I did. I will say that I went into control panel>>Appearance and Personalization>>Folder options and selected "Show all hidden files and folders". Not sure if that is what did it or not but it is back.
