strange small red pixels flickering on my screen

hey everybody i recently bought a used monitor for a dual monitor setup and the one i bought seems to have very small red pixels flickering across the screen, i cant tell if i sit abit further but when i look closer and focus it will show a bunch of red pixels flickering all over the screen, this problem olny seems to occur on one monitor so it cant be the gpu, if you can help pls reply to this forum.

gpu- gtx 550ti 2gb
