Massive Memory Usage Error?

My computer has 8GB of DDR3 ram, but the task manager says my memory usage is at 43% when only 1,130MB are in use. I'm also getting messages telling me that my memory usage is too high when it's only using 2000MB. Is this a memory leak issue? It seems different than my understanding of a memory leak, but I don't claim to know very much about them. Any help is greatly appreciated. Thank you so much.

I'm pretty sure this is some kind of glitch with Windows 10 again. But here are some troubleshooting steps that may help in solving the issue.
- Start by running Windows Update, install all updates available.
- Next is to run a virus/malware scan, please do use the link below for tools and guide.

- Also do uninstall 3rd party software that you don't use or you're not familiar with.
