Low fps in games with good hardware. HELP!

Running into low frames in alot of games I play that are somewhat demanding on high settings.
Rust/GTA/Battlefront..etc.

Temperatures look great, it seems like it happened all of a sudden as well.
Kinda would like some troubleshooting help. Only issue I have is it seems my Corsair RM 850 fan doesnt seem to turn on at all, kinda leaning towards a faulty PSU because its rather new but outside of a return to the store I bought it.

IDLE Temps:
CPU: 10-20 degrees
GFX: 25-30 degrees

Specs: (Nothing OC'd)
MSI 970 Gaming
AMD FX-8350
NVIDIA GeForce GTX 980
ATI RADEON 220GB SSD
Corsair RM 850
Corsair H55 Liquid Cooling.

Going to run PRIME 95 and post up results here shortly if thatll help.

Under load temps, CPU doesnt break 30 degrees, the card pushes 60. Sudden drops to low fps occur after gaming on higher end gfx games and stuttering.
