How to fix Built-in administrator error? Can anyone help me?

this message keeps coming up and i don't know how to fix it. It says "Settings can't be opened using the Built-in administrator account. Sign in with a different account and try again". I have tried "secpol.msc" and it does not come up on my system. can anyone help me fix this asap?
