PC stuck powered on after shutting down screen

This has happened at least three times since I installed Windows 10, I don't recall it happening on W8.1.
Most of the time when I turn my pc off it will shut down like it should. But sometimes it just stays on and you can't do anything other than hold down the power button to turn it off.

Basically what happens is the normal "shutting down" screen appears and then goes away, then the monitor goes to sleep. At this point the pc should turn off like it normally does, but instead it will stay on. I start up my two connected monitors and one TV to see if anything is showing on either of them, but they are all black.

I have let the pc stay like this for an hour or two in case it is installing updates before turning off but nothing ever happens and I end up having to turn it off by holding the power button down.

Does anyone know what could be causing this?

I have seen this happen when trying to put a PC to sleep, caused by an unstable system setting/s in the BIOS but not when shutting down.
