Video playback skips/stutters when connected to TV via HDMI

Ever since I reformatted my laptop to Windows 10, my video playback when connected to my TV skips/stutters every 10-20 seconds. I've had my laptop for a few years and this had never happened when I was running Windows 8.1, I have tried a lot of different video card drivers and am currently running the driver which the Intel driver utility told me is the correct one. However, I am still having the same issue.

When I play video, no matter what the resolution or format, just on my laptop I never have any issues. However once I connect it to my TV through an HDMI cable I can't seem to get it to play without skipping and stuttering every 10-20 seconds. I don't understand why this is all of a sudden an issue. My laptop is a Toshiba C855-S5108 which was recently upgraded to 8gb of RAM. When I did the Windows 10 install I did a complete reformat. My on-board graphics is a basic Intel Graphics HD 4000 and I am currently running the 10.18.10.4276 driver.
