After Starting My PC, The Monitor Shows The Screen For A Second And Then Immediately Goes Dark, After Turning Off The Monitor And Again Turning It On It Displays The Screen For 1 Second And Again Goes Dark, I Have To Repeat This Procedure For About 8 to 9 Times Then The Monitor Properly Displays The Stuff..... Please Help Me Folks, Any Help Will Be Appreciated, Thanks

I would try a couple of things here. First thing being is to plug in another video source and see if the behavior repeats. If it does, I have some follow up questions that might help us, but try that first and let us know!
