BSOD fresh install spaceport.sys

I started getting BSODs always referring to page faults in a non paged area and usually referring to either msrpc.sys or spaceport.sys. I tried all the usual things like SFC and chkdsk, got all my drivers updated and eventually just resolved to install Windows 10 fresh from USB as my data was already backed up. I can not even complete a fresh Win 10 installation now without seeing "Page fault in a non paged area - spaceport.sys" Can anyone advise as I'm not really able to even get into a working instance of Windows because of this problem.

I have also tried resetting CMOS and have tried removing everything from USB slots except keyboard and mouse. I ran Windows 10 fine for a couple of months up to this point.

My motherboard is an ASROCK Extreme 4.

I was looking through another thread, and this worked;

"1) Open Start, right-click My Computer, and then click Properties.

2) Click the Advanced System settings tab.

3) Under Performance, click Settings.

4) Click the Advanced tab.

5) Under Virtual Memory, click Change.

6) Click No paging file. Click OK, ok, ok and make sure to apply.

7) Restart your computer.

8) Open Start, right-click My Computer, and then click Properties.

9) Click the Advanced System settings tab.

10) Under Performance, click Settings.

11) Click the Advanced tab.

12) Under Virtual Memory, click Change.

13) Click System managed sized. Click OK, ok, ok and make sure to apply.

14) Restart your computer. "

Something making this more problematic is I can't even get into the Windows USB install. I've tried removing hardware now. I've removed each RAM slot and the gfx card, running graphics through the MB and I'm still seeing BSOD even booting to the USB Windows install image. The error I'm now getting is a Page Fault In Non Paged Area (msrpc.sys).

I'm unable to action that solution as the error prevents me from reaching any GUI
