4k video skipping and can't figure out why

I have a radeon r9 390 video card and a 6th gen i7 6700 processor.

And when I play 4k video over HDMI to my 55 in m-series visio and the quality is excellent.. But about every 5 seconds or so it garbles or skips.. Sometimes the bottom will get Snoopy or sometimes the whole screen will ghost pixelate

Am I missing a setting? My TV is hooked directly into the video card. The video is local and not streamed. Streaming 4k plays fine.

Only thing I can think is that its either A corrupted video or
A setting is off somewhere

you are obviously watching 4k videos downscaled at 1080p. for native 4k support with your gpu you must use displayport. do you have fast enough storage?
