Windows 10 Stuck on logo screen with spinning dots

I recently reset my Windows 10 machine and kept all of my old files. Today, I went into CCleaner and ran a cleaner, and told it to remove Windows.Old. After the clean, the Windows 10 Mail app randomly shut down and would not open up again, so I restarted the computer. It has been at the logo screen with the spinning dots for well over 4 hours now. I have tried restarting, but the same thing happens. What can I do?

It looks like Ccleaner removed some important files from your computer.

You can try Restoring Your Operating System to the Point Before You Ran Ccleaner. This may recover your deleted files and bring your PC back up and running.

CCleaner isn't at fault, he is.

Win 10 will delete .old files over a 30 day period. even if you delete .old with no intention of reverting, it will not screw up Win 10.

Something else was done.
