Aspect ratio: what am i doing wrong?

I play an online game called war thunder and there is a video competition going on (top 5 plays) and here are the instructions:

it says it has to be 4:3 so i think 1280X960 is ok but the video looks like it is on 16:9 ratio like 1280X720
am i wrong on something?
i asked it in the game's forum but no responce is given.
