Doesn't matter, the bill will still go through (MPs won't oppose it for fear of being branded weak, etc.) As always, rationality goes out the window with this sort of thing. A report saying a bill has flaws is just to give the public an impression of oversight, when in reality nothing will change. And in the end, like the silly idea in the US/Europe to ban encryption, it won't tackle the root cause of terrorism which is a violent religiously-backed ideology.
