There is a setting for adaptive auto brightness. It's in your power settings.

Hi,

Do try to load your PC in Safe Mode and see if it will work normally.
- Turn it off completely, turn it on and repeatedly press on F8 until it loads to Advanced Boot Options and select Safe Mode.
- Once in Safe Mode try to uninstall/reinstall your graphics card driver.
- Go to Device Manager and uninstall the graphics driver.
- Check Programs and Features as well and uninstall anything related to your graphics card.
- Next is to download and install the latest driver from the manufacturer site.
- Once installed reboot your PC back to normal mode.
- Do also run Windows Update and install all updates available.
- If these doesn't work i'm afraid you'll need to reinstall Windows 10 itself.
