How do I use my Lumia 520 to download an app for Win10?

I'm currently offline so I'm using my windows phone to download stuff. Is there a way for me to download an app for my Windows 10 desktop?

If this app is from Windows store - I don't think so. If you can download the installation file (.ZIP, .EXE, .MSI) - download it to your phone, connect the phone to PC, transfer the installation package.
