Difference between DVI-D to VGA Converters

I have recently bought a DVI-D to VGA converter to dual monitor, but it does not seem to work. I've heard that there may be an issue where it cannot transfer an analog signal, or something to that effect.

I have the DVI-D converter plugged into my DVI-D port on my computer, with a VGA cable plugged into the converter and my monitor.

Is this true, can I not use the former converter to connect a VGA cable to my monitor? Would the second converter work? What is the difference between the two?
 
Solution
You did not buy a convertor. You bought an adapter. It will only work on a DVI-I port that has analog pins to output an analog signal. You cannot use it on a DVI-D port which is digital only.
