Toshiba Laptop only receives windows login from touchscreen

Just bought a new Toshiba laptop with Windows 10 and it works but for no apparent reason it only let's me enter my windows login from the touchscreen. Once I'm in everything is fine? Any suggestions...

Check and see if the On-Screen Keyboard setting is on.

Settings -> Ease Of Access -> On-Screen Keyboard
