New ASRock Z97M OC Formula is very slow loading a fresh OS

The setup:
ASRock Z97M OC Formula motherboard with a Core i5 4570 CPU and 16GB of DDR3 G.Skill RAM

The issue:
When I boot from one of the on board USB 3.0 ports at the rear and try to install a fresh copy of Windows 10 Enterprise to a Samsung 850 256GB SSD. It is extremely slow. I mean really slow.

    I've booted from the USB drive (which is 3.0) and used the command prompt to run diskpart and dism in an attempt to apply the OS image. I get the same result as letting the Windows installer do it. Very slow disk transfer rate.


    I updated the bios to the newest one available from the UEFI set up screen, reset the cmos via the jumper, and the result was the same. Very slow.


    Also, I tried using a regular 7200k rpm SATA hard drive. No change in behavior.


Things I'm going to try:

1. Flash an older BIOS
2. Different CPU
3. Different USB thumb drive
4. Try using one of the non USB 3.0 ports.

Has anyone seen this behavior with an ASRock motherboard or in particular the ASRock Z97M OC Formula?
