Is there a significant difference between a monitor and a TV?

I'm debating between getting a TV as a monitor for my first gaming build because i'd like to have the larger than life feel and most monitors I have been looking at (that are 27 inches or bigger) have seem to be pretty pricey and have got me thinking I might just want to grab a TV. I know I would definitely want to grab a TV with 120HZ but how would a TV with 120HZ compare to a monitor with 1ms response time? And if anyone could explain what IPS is that would greatly appreciated. Thanks.
 
A TV is much better. The only down side is max 60 Hz input officially, slightly higher input lag, and the fact that some models even after turning off post processing, can still show signs of processing. Other than that, TV tuner, and no DVI or DisplayPort support.

There are plenty of 120 Hz TVs, but you wont be displaying anything more than 60 FPS.

There are no 1 ms monitors, thats a marketing scam to fool consumers. The only way to get 1 ms or close is to use features, Lightboost, BFI, or ULMB.

IPS is one of 4 LCD panel types.
