System idle + cpu usage above 100%

Noticed something strange in the task manager. Running Windows 7 Pro 64 bit on a HP Z440 (cpu = E5-1650v3).
System idle gives 93 and cpu usage gives 16%. That makes 109% ??

Can somebody explain this.

Your cpu usage is 16%. System idle process is the amount of processor time not being used(it says so right there in the description next to it). The usage numbers are rounded to the nearest whole number so adding them up may get to a result of over 100%

It just doesn't make sense to me.

System Idle shows the amount of CPU time that is not needed by other threads in the system but CPU usage shows the amount of time the CPU is used by whatever thread.

Even if things are being rounded, how can those two numbers when added go over 100?

I have never seen that before on any of my other computers.
