Reinstalled Windows 10, CPU fan louder than before

So I recently formatted my hard drive and reinstalled Windows 10 via USB. Now before I reinstalled my GPU would run at 20% fan speed while idling, and now it runs at 40%. As for my CPU, it's fans are really loud now, and the idle temps are 40 C. My CPU is the FX-8350 with stock cooler and my GPU is R9 270.

Please do try these troubleshooting steps that may help in solving the issue.
- Start by checking if your CPU has enough thermal paste on it.
- Next is to run Windows Update and install all the updates available.
- Do also check the support site of the motherboard if there's a new BIOS update available.
- Once done, proceed with installing the GPU driver from AMD support site.
- Here's the link: http://support.amd.com/en-us/download
- Just use the auto detect feature so you'll get the latest GPU driver.
- If all these will not work last option would be to reinstall Windows 10 again.
