How to install Windows 10 on a new internal hard drive

OK I'm a novice computer guy but I can usually figure out my problems with internet help. My original Seagate 2TB hard drive crapped out on my HP Pavilion 500-424 PC. I bought a new 2TB hard drive along with a Windows 10 disc to install. The sales guy said it would be like installing a normal program from CD, just put it in and follow the prompts. Trouble is I keep getting a no OS message, boot device not found, hard disc 3FO. Apparently I'm missing something big here. Any advice on installing Windows 10 on a blank internal hard disc ? Thanks

go into bios and change the boot seq to start with the dvd drive.

Access BIOS:
For computers or tablets with keyboards attached:

Turn on or restart the computer or tablet, quickly press
esc

f9
for boot options.
For tablets without keyboards:

Turn on or restart the tablet, and then quickly hold down the volume down button; then select

Solution
if it still within the return data return the window installer disk. contact hp for a restore disk for your pc. it have the factory image and drivers on the disk. then you can upgrade to windows 10 for free. also in the bios of newer pc turn off cs. intel put in new securty features to keep people from booting off usb/cd roms to keep them from copying data from hard drives from a ext boot device.
