Need suggestion on monitor with a budget under $200.

Need to buy a monitor mostly for RPG related games(Shadow of Mordor, Tomb Raider, Batman, Assassins Creed) and for watching Movies.

Preferring 24' inch monitor or will it be good to go with 27' inch monitor for gaming.

I have GTX 970 GPU, so should i go with 60 or 144hz monitor or an IPS monitor.

Will be buying by this week or the next based on your suggestion.
 
1) 24" or 27" at the same resolution can be nearly identical depending on how far back you sit from the monitor.

2) 144Hz is out of your budget, mostly though I did see a TN panel:

3) IPS has better color, though I'd have 5ms the highest response time (higher causes more blur/ghosting)

*25" sounds nice, but it's an ultrawide so the HEIGHT is probably shorter than a 24", 1920x1080 monitor. So here's a normal 1920x1080, IPS:

Summary:
there is no "perfect" monitor. You'll have to decide mostly between TN at 144Hz, and IPS at 60Hz.

If in doubt, perhaps go with the 27" IPS panel. You can always push it back a bit if the pixel gap is a bit too large.

Look at the connectivity as well (DP, DVI, HDMI) and whether you need any audio input/output.

If i push my budget to $250, are there any monitors you could sugget in both TN and IPS.

24" vs 27" will depend on how close you want to sit.

27" does give more flexibility because you can move the screen back which should be pretty easy (to resolve pixels). Basically a 27" further back is identical to 24" a bit closer.

There will be some optimal distance which varies between people. My 27" is 2560x1440, but I can sit fairly close to my dad's 1600x900 laptop and get a great experience.

I posit about TWO FEET should still look pretty good but it will vary between monitors as well due to the gap distance, vision quality etc.
