Windows 10 Stuck in Error Repair Loop (Dell Laptop)

I have a dell laptop with Windows 10 it came up and said restart to correct errors. It has been over 4 hours since it started and it's still at zero. My laptop just keeps restarting then a screen comes up with scanning and repairing C drive.

Can you please try Starting Windows 10 in Command Prompt and then Running the SFC /SCANNOW Command to let Windows detect and fix the issues automatically?
