Shut off windows during a pc reset, now I've got problems when I start pc

Hey all!

I was doing a PC reset and it got stuck at 2%, so after reading around other people's experiences with that I heard that we can cancel it and try something else. But since I didn't find anyway to cancel it, I forced my pc to shut down.
It was a very dumb move, because now my pc loads up halfway through, shuts down, loads up again, shuts down, and on and on.
I did this on my SSD, and I was wondering if there's something I can do to get it back so I can use it again.

Hey, thanks for helping me.
I used the Microsoft tool and downloaded the Windows 10 ISO on my USB.
I've inserted the USB into the computer, chose the "HUAWEI Mass Storage 3.21" as the primary boot and saved. It reloads and I get the "Reboot and select proper boot device ..." and that's as far as I went. Am I doing something wrong?

Oh yes, I created the bootable flash drive using the tool, and not ISO, sorry about that!
When PC boots up and I go to BIOS, I see 'HUAWEI Mass Storage 3.21' and 'HUAWEI SD Storage 3.21'
None of them seem to be working. Might try the Rufus method if all fails.

Except I'm having problems when trying to boot from the USB. I did everything as mentioned in the video.
