I need some advice on a build for the office (READ: NON-GAMING MACHINE). Some more details below. Assume I have nothing but the 4k displays and all software.

Tasks:
- Adobe CS (Photoshop, Illustrator, etc)
- Email
- Microsoft Office
- Quickbooks

Requirements:
- $1,000 or less
- Ability to run dual 4K monitors
- Medium box size if possible (will settle for full size box if required)

So basically I'm after a machine build that will allow me to use Adobe CS, two 4k monitors, and cost me around $1,000. Possible? If this price point is not realistic, please don't hesitate to let me know. I don't want to build a machine that's going to limp along just to stay within a price point.

Thanks in advance guys!

Notes:
It would be better if you could afford an i7 6700, in which case you would probably also have to get an aftermarket CPU cooler.

It would be better if you got a gtx 980ti instead of the 390x.

The PSU is currently really on sale, and is an absolute steal. After the sale ends, the recommended PSU will change.
