Booting problem - Infinite Loading Loop - Windows 10

My PC wouldn't start. Just showing an infinite wheel after the windows logo goes off and it's time for logon screen. But the logon screen does not appear because of the infinite wheel on a blue screen. It didn't showing me any message.

Hi,

Here are some troubleshooting steps that may help.
- Start by doing a hard reboot, unplug the PC off the wall outlet then press and hold the power button for 20 seconds then try booting it up again.
- If it doesn't work try to load in Safe Mode, while the PC is booting up repeatedly press on F8 until it loads Advanced Boot Options and select Safe Mode.
- If Safe Mode will load do run System Restore and restore the PC onto an earlier date or time before the problem even
happened.
- If it will not load Safe Mode your last option would be to reinstall Windows 10 completely.
