Windows 10 will not boot. Flashing black screen with cursor cant get into safe mode.

Hello. My dad has a newer dell desktop (can provide specs later if needed) he upgraded to windows 10 from 8.1. In my opinion. there seems to be the video driver issue. It will not boot up to anything but a flashing blank screen with cursor. No matter what I do, I can’t seem to get into safe mode. I got on my laptop and made a windows 10 bootable USB drive. Plugged it in, still booted to the same flashing screen. I know for a fact it was booting from USB. I’m running out of options. I’m usually pretty good at these things but this one has me wanting to throw it out the window and set it on fire. :)

Please help me out if you can. Thanks in advance.

Hi,

First, do make sure that your laptops boot priority is set to USB as the first boot device then proceed with installing Windows 10.

You can either order a new Recovery disc from Dell or you can just create your own bootable Windows 10.
