Flashing horizontal lines and momentary black screen

I have a gtx 970 connected with HDMI 2.0 to my 4k sceptre tv. When I set the screen resolution to 60 hz I get momentary black screens (a black screen for about a minute) repeatedly, and I get horizontal lines that flash for a fraction of a second. I opened a game starcraft and the lines appear for higher resolutions, do you think it is the graphics card? I'm going to update my drivers and switch out my HDMI cord to check.

*Also I've seen threads that are similar to this but there is no "solution", or solutions that are not viable for my specific situation.

*Now the lines appear if I set it to anything over 30 on the pc Desktop "screen resolution". However I set my Nvidia controller to 59 with no problem.

You are not setting the resolution, you are talking about the refresh rate.

Your card and cable probably can't run 4k at over 30hz, that is normal.
