HDMI 2.0 capped at 30hz 4K??

I have been having a problem with the refresh rate of my rig. Components: MSI 980ti gold edition
Samsung u28d590d
HDMI 2.0 cable.
I checked to make sure that my GPU and monitor support HDMI 2.0, and they do. The problem is that I am supposed to be getting 60hz @4k but Windows is currently capped at 30hz despite my GPU, monitor, and cable all supporting HDMI 2.0? Help!

Samsung u28d590d has only HDMI 1.4 so 4k is capped at 30Hz.
