Computer stuck in infinite restart loop

I was playing a game, when my computer crashed. Whenever it would try and boot up, it would crash repeatedly before returning to the "advanced startup options" screen. From there I was able to get into my computer in safe mode, but using the "startup repair tool" only led to a message saying it ran into an unexpected error and couldn't fix it. I ran a malware scan with malwarebytes and nothing came up. I tried restoring my computer from an earlier version, still no luck. I decided just to reinstall Windows.

It finished uninstalling Windows, but when it tried to install it again it crashed, and was stuck in a loop with an error message telling me that I would need to restart and that there was an unexpected error in the download. I was able to use command prompt to switch the setup.exe number from 1 to 3 and then the error message stopped, but now I'm stuck in this loop in the video. Can anyone help me because I have no idea what to do. I haven't recently installed anything, added any new hardware, or updated anything. I'm also now not able to get back into safe mode.

Also interesting to note is that the screen for the motherboard is covered with black dots all around it, something that didn't used to be. Thank you in advance for any support.

So I tried it and I was able to get Windows 10 installed back on my HDD and got a few drivers installed and was restarting everything when it abruptly crashed again, was stuck on this screen (http://m.imgur.com/UbtnlR7), and then again is stuck in the infinite crashing loop that it originally was in.
