Just Cause 2 won't launch on windows 10?

So I recently built a new windows 10 system,

It has an i7 6700k, a GTX 580, a Asus z170 - AR, 16GB of Ram. I have Just Cause 2 installed on steam and when I launch it, I get as far as the loading screen, but not to the main menu. I have tried reinstalling the DirectX file, but still getting the same thing. Should I go as far as reinstalling Just Cause 2?
Any help would be appreciated.

If you also have a desktop Icon in windows to launch just cause 2.
Right click on the game Icon and select run as Administrator.

If not in windows 10 you may need to go to Action center.
In check the settings for the game in there, and the firewall section.
Make sure it has permission to pass windows firewall security.

Tried running in Administrator but still not working, any other ideas?
