its the drivers for your graphics card. Problem may be hardware or software. Since you can see on the spare screen, i think its just drivers.

download latest AMD drivers - we might try to do this: http://www.tomshardware.com/faq/id-2767677/clean-graphics-driver-install-windows.html if we can get into safe mode. Download DDU now too, not sure if it can be installed in safe mode but worth a try

Create a windows 10 install usb using another pc (https://www.microsoft.com/en-au/software-download/windows10) and try to boot from it... naturally you need vga plugged in to see bios menu. Change boot order to USB first, hdd second.

Now boot from usb and on second screen after the language choices, select repair this pc. NOT install
Select...

Select Advanced options
I think there is a option in here for startup choices, select safe mode and hopefully pc will boot into safe mode next.
Now run DDU and it will remove the buggy drivers and then you might be able to boot into normal screen... I hope.
If it works, install new AMD drivers now.

You are still getting the ATI error after removing the drivers using DDU and replacing them?

Its the drivers causing that error... try this: http://appuals.com/video_tdr_failure-atikmpag-sys-windows-8-110/

I am not sure about your screen though.
