Gaming PC Build: $1000 Budget (Canada)

Hello, I'm helping my younger brother build a gaming PC with a budget of $1000. We live in Canada, so the dollar is quite stretched to find something that would give decent performance. I looked up a few older topics on here and modified their builds slightly with better deals. Our current build looks like this: http://ca.pcpartpicker.com/p/kTpysY. This is from a few days of cram research, I'm a techie but I'm kinda behind the times on the latest and greatest tech haha.

I assume the mobo+processor would withstand a mild overclock, nothing crazy (4ghz). The bottleneck I think in this build is the r9 380 ($230), but the step up from that is a gtx 970 ($405), 76% more expensive for a ~30% gain in performance. I would like to have the gtx 970 in there, but the price seems high, plus it pushes the build into the $1200 range after taxes.

EDIT: Some games he will use it for: GTA V, Skyrim, Minecraft with shaders (You'd be suprised how taxing they can be), Fallout 4. He wants a contant 60 fps on high settings, I feel like this build would achieve CLOSE to that, though may dip down to 50 at times.

For a $1000 build, does this seem reasonable/best bang for his buck?

I made some modifications based on your suggestions, thanks very much guys. BadActor and SkittishGaming, REALLY appreciate you guys recommending intel's Skylake processors and 1151 socket. I didn't realize it was the most current, and leaves an upgrade path open in the future. We decided to *temporarily* save on the ssd by instead opting for a 250gb hdd we have lying around. Through this we were able to opt for the r9 390! As far as the cpu fan, from what I read it should be enough to cool the 6500, it won't be as robust as some of the other fans but it should suffice in lieu of a stock cooler. Upgraded to the Spec-03 mainly for cosmetics, but from the reviews it sounds like a fairly decent case. Looking good so far, eh?

Thanks man. I had read somewhere that Skylake Processors don't come with a stock cooler? Actually, after googling, it looks like just certain models don't have one (6600k, 6700k). Sweet thanks for pointing that out, in that case you saved us a bit of cash, nice catch!!

I was thinking the same thing, did some research on the brands and updated to a sapphire variant yesterday. Hear it has the best temps out of all the brands. MSI was the runner up due to it's overclockability.

My brother will be purchasing the build in 1-2 months, just needs a few hundred extra to hit the dollar amount. I hear the next generation of radeons may be hitting this summer. I don't think it's worth him waiting for though as it'll probably be expensive when they first hit, and he's on a budget.

Waiiiittt, pascal and new radeon things are coming out. Go for the gtx 980, its price will drop at the release of pascal. With the new amd technoloigies coming up, price will also drop so wait till they come out.
