Video Streaming Issues with Windows 10

Hello. I recently purchased a Microsoft Surface 3. The first week or so I had the device, it worked fine. I recently have run into an issue though where if I try streaming any videos such as youtube or Netflix, the video stutters really bad. I've tried different web browsers such as Edge, IE, and Chrome, but they all have the same issue. I've even tried the Netflix official APP. Does anyone know any fixes?

Also in case it helps I have the 4GB of RAM 128GB SSD version of the Surface 3. I have also monitored task manager to see if it was a problem with my hardware but everything seemed pretty normal to me.

try installing the official intel graphics drivers for it and make sure you have the latest installation of microsoft silverlight.
