Infinite boot loop after trying to reformat

So im running into an infinite boot loop where my computer will show my bios screen like hit f2 to enter bios etc etc and then it shows a black screen then a beep and it keeps doing it over and over again. It started doing this after I decided to do a reformat of windows 10 (went into recovery screen and hit delete all data and etc and reboot windows to vanilla pretty much) well last night when I went to bed the progress bar said 2 percent, I woke up this morning and it was still 2 percent, I read online that you could reboot your pc and try again so I did that and now its an infinite boot loop. Is my HDD just burnt out or what? My computer is failry old (3 years) and Ive been having other issues like my keyboard messing up and making a beeping sound if too many inputs are pressed at the same time usually in games like csgo or dota. Any help and input will be appreciated thank you.

3 years isn't old, my last pc lasted 10 years but then only the cpu, motherboard and 1 hdd were original by end...

You need to download this using another pc and make a win 10 install disc/USB: https://www.microsoft.com/en-au/software-download/windows10
Now since you already wanted to wipe win 10, it makes the steps easier
Change bios to boot from usb/dvd (depending which you chose) first, hdd second) and boot pc
