Can I Move an SSD from a Dell to a new PC With the Case, Motherboard, and GPU Replaced?

My friend decided to not build a PC and spent $1700 on a Dell, now that he has saved up, I am going to teach him how to do it, would we need to purchase a full copy of Windows 10 for the new pc? I am taking out all the parts from the Dell and salvaging the i7 4790 (non-k), SSD with Windows 10, upgraded from windows 8 that came with the Dell. He would need to purchase another version correct? Since all the parts are already at his door and he would have to save more money and wait longer.
