Windows 10 acting weird after amplifier shorted out computer

My amplifier recently shorted out when my computer was connected to it, and my computer crashed. Now Windows 10 is acting very strange. A lot of programs say that files are missing when they try to launch, the search bar doesn't work, and basic folders like Downloads can't be opened as Windows says that they are corrupted.

Is there a way to clean up this mess without reinstalling Windows? It took me a really long time to get it set up this way and I would hate to have to reinstall Windows.
