Windows 10 fatal error C00000D4

Anyone know how to fix this error "Fatal error C00000D4 applying update operation 1275 of 61524 (InkDiv.dll)" I've had it since a few months ago and i think its the problem for my low fps on games, (I've updated my graphics drivers)

Please do try these troubleshooting steps that may help in solving the issue.

First you'll need to create a bootable Windows 10 USB or disc:
http://www.tomshardware.com/faq/id-2745957/create-windows-installation-usb-drive-dvd.html

Once done, boot your PC into the USB or disc depending on how you created your bootable Windows 10.
- Once Windows Setup is open select the Language to install and the Time and currency format same goes with the keyboard or input method then click Next.
- Next is to click on Repair your computer then select Troubleshoot.
- Click Advanced options then select Startup Repair then select the operating system.

Are you telling me to reinstall windows 10 and start a repair? (I'm on windows 10 and i have already choose the option startup and repair option multiple times.
