Video apps from the store giving audio stuttering

When I use Media Player Classic Home Cinema for example, I don't get any audio stuttering. Also, on my Windows 8.1 partition I use the exact same video app from the store and there's no stuttering.

My audio device is called "High Definition Audio Device" and I'm not using any of its enhancements and I'm also using CD quality audio.

The High Definition Audio Device that you're stating is probably that of Realtek's HDA device. Can you please make sure the drivers for your soundcard are up to date? Install them either under an elevated command:
Right click installer>Run as Administrator
or in compatibility mode:
Right click installer>Properties>Compatibility Tab>Windows 7/8 [from drop down menu]
and see if the issue is averted.

Can you please pass on your full systems specs inclusive of your connected peripherals or the make and model number of your laptop? You should know though, Windows 10 have officially dropped any support for Windows Media Player.
