I'm new to building 4k PCs, but not new to building PCs in general, so in depth responses and reasoning are very appreciated.

4k what? gaming editing?

Aww well that doesnt really matter. Build 2 is the winner in my book. I don't let anyone I know use that overclocked 8350 oven they call the 9590

Im expecting gaming from this computer, people have been asking me if I can build them a pc around that budget range, these are the builds I've came up with.
