Windows 10 start button and cortana do not work...

I have tried many work arounds but I am wantingto know if anyone knows of any other soltions. I keep running the command

DISM.exe /Online /Cleanup-image /Scanhealth && DISM.exe /Online /Cleanup-image /Restorehealth

and the other one in the command line so far to no avail.

is this an insider build or a regular public build?

the fix i have seen for public builds is to log off and back on again, which normally gets it back in order. insider build has a lot of bugs and this is one of them. i ended up installing classicshell to be able to access the start menu on new insider build. normal win 10 start menu still does not work for me on those but works fine for public build.
