Solution
Now I think best approach is to delete the driver you just installed - so we need safe mode

on a spare pc, download the Windows 10 Media creation tool and create a Win 10 install disc - its just a boot disc if nothing else

Also might want to download Display Driver Uninstaller as we can use it in safe mode (I think it can be installed in safe mode) to delete the previous driver

change bios to boot from usb or dvd (whatever you made) first, hdd second
boot using installer
the screen should work for the installer
On the second screen of installer, after the page asking for language choices, select repair this pc, not intsall
Select Troubleshoot
Select Advanced
Select start up options
Select Safe mode

Now pc will boot...
Hi,

Please do try these troubleshooting steps that may help.
- First is to use the onboard graphics card.
- Start by doing a clean install with the graphics card driver.
- Go to Device Manager and uninstall the Dedicated graphics card driver. (AMD or Nvidia)
- Next is to open Programs and Features then uninstall anything related to the GPU.
- Once done, turn off the PC then reinstall the graphics card.
- Boot the PC back up and once back on the desktop screen, download and install the latest driver from the manufacturer site.
AMD: http://support.amd.com/en-us/download
Nvidia: http://www.nvidia.com/Download/index.aspx

- Reboot the PC once the latest driver has been installed then see if the same problem will persist or not.

Install DDU
run DDU and delete old driver
restart pc and just let windows get the driver it wants to instead of latest...

See if that fixes it.
