Black Screen without cursor or login.

I have been trying to fix my PC for 4 days now, nothing has helped or fixed the problem. My PC was in a loop of scanning and repairing for two days, now I can not even login with safe mode. I have tried some solutions to do with the graphics and display, did not work. It was asking for Boot media device and I was going work on that today but it didn't come up when I turned on my PC. So any help would be appreciated.

Asus M4A785-M
Sapphire Radeon R7 260x
AMD Phenom 9850 Quad core
4GB RAM

do you have a win 10 install usb or dvd? DO you want one?? Just dl this program on another pc and make your own: Windows Media creation tool

its from Microsoft, they give away installer for free.

You need it to get past the blank screens.
I would suggest a reset since repair doesn't work and system restore is turned off.
Change boot order in bios so usb or dvd is first, hdd second
boot from installer
on screen after it asks you for language choices, select repair this pc, not install
Select reset
2 choices, keep files (think libraries) and settings, or wipe it all
Which ever you choose, win 10 will save a few things and then restart to reinstall win 10
you will need to reinstall all your programs though.
